Military disaster prevention in Saxony
The Regional Commands are the central command boards of the territorial army organization of the German Armed Forces in the federal states of the Federal Republic of Germany. They link to the respective government of a federal state in all questions of possible assistance activities of the German Armed Forces.
The Regional Command Saxony represents the German Armed Forces in the the Federal state of Saxony and is main point of contact to the state government of Saxony considering assistance activities of the German Armed Forces in case of natural catastrophes and severe casualties. It coordinates the civil-military collaboration in the context of territorial duties and forms the central connector to civil administration in Saxony. The subordinations of the German Armed Forces are the following: District Liaison Commands – Regional Commands – Command of Territorial Duties – Joint Support Service – “Bundesministerium der Verteidigung” (Federal Ministry of Defense).
The Regional Command Saxony leads three District Liaison Commands and 13 Sector Liaison Commands. In case of natural catastrophes and severe casualties they counsel and support civil boards. Each Command consists of 12 experienced reserve officers and reserve corporals originating from the respective area. They inform the executives of their civil county authorities, their county or their independent city concerning possibilities of assistance by the German Armed Forces.
Experienced experts from the field of military disaster prevention participate in the project on a voluntary basis.
- Stephan Seeger M.A., is Managing Director and Member of the Board of Media Foundation of Sparkasse Leipzig, which also supports the project. As a colonel in the reserve, Seeger was head to the District Liasion Command Leipzig (Bezirksverbindungskommando Leipzig) and ‘Commissioner of the German Armed Forces for civil-military collaboration in the district of Leipzig’ between 2007 and 2015. Seeger became serviceman in 1979 and after his two-year military service graduated successfully with ‘Magister Artium’ from his studies of recent history, historical ancillary science and philosophy at the University of Tübingen. While studying and in his professional life he regularly completed military exercises.
- Martin Fiedler, Project Consultant and Foundation Management of Media Foundation of Sparkasse Leipzig. As Consultant of the Managing Director of Media Foundation, he is the coordinator between Foundation, University of Leipzig, Landesdirektion Sachsen and the project officer of Slándáil. After his compulsory military service of nine months, Fiedler graduated from his studies of History and English at Leipzig University in 2010 with ‘Magister Artium’. Since 2010, he is working for Media Foundation.
- André Zschuckelt B.A., captain in the reserve, since 2007 belongs to the District Liasion Command Leipzig (Bezirksverbindungskommando Leipzig) as liaison officer. From 2004 to 2006 Zschuckelt completed his training as a reserve officer in the paratroopers. He graduated from his studies of business economics at HTWK in Leipzig, including a two-semester stay abroad at the University of Lincoln (UK), with a Bachelor of Arts degree. Since his retirement as an active soldier Zschuckelt continuously attended several trainings in the army and completed a comprehensive variety of courses. In civilian he works as Key Partner Manager in the solar industry and is responsible for the commercial management of several contract manufacturers in Asia.
- Daniel Zschuckelt M.Sc., captain in the reserve as well, since 2014 belongs to the District Liasion Command Leipzig (Bezirksverbindungskommando Leipzig) as liaison officer. From 1997 to 2009 D. Zschuckelt completed his career as officer in several military command- and headquarters functions. Beside his military career he graduated from his studies of business administration and solar technology in Munich and Berlin. In civilian he works in sales, engineering and consulting in Solar Industry.
